Help with Timecode Burn-in?

Good afternoon, everyone.  I'm hoping that I've just made a bone-headed mistake, but for the life of me I'm just running in circles here.

 

I have a 720p/59.94 project with drop-frame time code.  Sequence is good to go. Timecode window is good to go with Master TC showing me the correct timecode. However, the timecode burn-in AVX effect will only display my timecode with a 29.97 rate.  Does anyone know how I can force the timecode burn in to show me the 59.94 rate? 

 

I've checked my settings (General -> TC Display = 60fps), I've checked the Timecode Window to pull TC from my sequence, I've checked the Effect Editor.  No luck and I admit, I'm getting a bit frustrated.

 

Now, I am running a non-qualified system, but as a government contractor, I have to work with the best I can get and that's an Operating System that is beyond the MC system.  I would prefer not to have to upgrade to 8.6.3 because I'm having more errors with that version on another system.  (Can't export a long-form AMA-linked ProRes file to an h264 file without crashing!  I also crash when transcoding the ProRes file.  But that's another story!)
